I just read an article stating that this is one of the skills (information literacy) that US students are lacking and need for 21st century jobs, across the board. Glad to find not only the definition but the criteria for assessing the skills. Will present to colleagues and report back.

These standards were adopted in 2000 by the Association of College and Research Libraries. They are tried and true, widely used and well known. The standards even influenced accrediting agencies. The standards defined information literacy and provided a framework for what should be taught. Now, in 2014, a new information literacy framework has been proposed. The new framework will update the standards and address new paradigms in teaching and learning. It is expected that the new framework will be adopted and that these standards will be sunsetted.
