US Department of Education Strategic Plan for 2002-2007

Secretary Paige released the Department's Strategic Plan, 2002-2007, on March 7, 2002. The strategic goal for the US Department of Education is to "Transform education into an evidence-based field." The goal is to develop "what works" guides that will be informed by a "What Works Clearinghouse" and the department proposes to create and regularly update an online database of scientifically rigorous research on what works in education. Future grant applications will require grantees to "use methods that have been proven effective." The department proposes to improve peer review of research proposals "by enlisting only those qualified scientists who have high levels of methodological and substantive expertise pertinent to the projects being reviewed.
